IGN's game of the year award is chosen by all the editors at IGN and unveiled mid-January. This game is chosen as the best game of 2013 according to the directors of IGN. We think to the gamers community at large the choice would be a bit different with competitors like Grand Theft Auto V, Battle 
Field 4, Legend of Zelda: A link between worlds, Mass Effect 3 and so on. So i wonder why this was still picked, but anyways as we said, this is IGN's choice
